Interuniversity cooperation between Belarus and Tajikistan - opening up new horizons of interaction

Yesterday Tajik-Belarusian business-forum began its work in Dushanbe. The event welcomed the representatives of 73 enterprises and organizations as well as Belarusian institutions who presented their products on Made in Belarus Exhibition.
As part of an official visit to Tajikistan, the leadership of the Ministry of Education and rectors of higher educational institutions of the republic took part in a business forum.
24 agreements on cooperation between the universities in the field of education and science were signed at the site of the business forum.
The program of official events included the signing of an intergovernmental agreement on cooperation in the field of youth policy. The agreement was signed by the Minister of Education of the Republic of Belarus Andrei Ivanets and the Chairman of the Committee for Youth and Sports under the Government of the Republic of Tajikistan Abdullo Rakhmonzoda. The parties expressed confidence that the creation of close relationships and cooperation in the field of youth policy will contribute to deepening mutual understanding between the representatives of the young generation of Belarus and Tajikistan.
Today, the Tajik National University hosted the Forum of rectors of universities of the Republic of Tajikistan and the Republic of Belarus "Prospects for the development of inter-university cooperation between Tajikistan and Belarus."
Speaking to the representative rectors of the two countries, the Minister of Education Andrey Ivanets noted the importance of cooperation in the educational field to ensure the sustainable development of the CIS countries, stressed the special importance of direct interaction between educational institutions.
“In the face of serious challenges of our time, it is important to implement common approaches to improving the quality of education in accordance with the needs of socio-economic development, the need to strengthen scientific cooperation, youth policy. And we must use all possible mechanisms for this,” Andrei Ivanets emphasized.
To date, institutions of higher education in Belarus and Tajikistan are implementing 109 agreements, and another 24 were signed yesterday as part of the official visit of the Belarusian delegation to Tajikistan. Such agreements create a good foundation for further interaction between universities.
As one of the main tasks of fruitful cooperation, the Belarusian side raises the issues of using the potential of science to further improve the level of education.
And attention to the scientific component of cooperation between our countries is due not only to the relevance, but also to the growing need for accelerated development, stimulation of science and innovation as the basis of the technological security of the state and the driver of economic growth.
In this regard, the leadership of the Ministry of Education of the Republic of Belarus made a proposal: the university science of the two countries to study the possibilities of implementing joint projects in the development of technologies and equipment in the field of surface engineering, application of multifunctional coatings; medical products and devices; chemical, biological, nano- and IT-technologies.
There is also an interest in cooperation in the field of forming an innovative environment within the framework of the implementation of the University 3.0 project in our country - the trinity of science, education and technological innovation.
Today the Belarusian National Technical University is the base organization of the member states of the Commonwealth of Independent States for higher technical education. The Center for Education, Science and Culture of Tajikistan operates on its basis.
In turn, on the basis of the partner university of the Tajik Technical University named after academician Muhammad Sayfitdinovich Osimi, the Center for Belarusian Education, Science and Culture is successfully operating.
Joint initiatives are being actively implemented at these sites, joint scientific research is being developed.
“Betting on young people, we attach great importance to expanding the dialogue between young scientists, seeing this as an opportunity to lay a solid foundation for future joint Belarusian-Tajik research,” said Minister of Education Andrey Ivanets.
The participants of the thematic event were informed that the Council of Young Scientists functions under the Ministry of Education of the Republic of Belarus. In order to stimulate joint research on topics relevant to our countries, the Belarusian side proposed establishing inter-university contacts for young scientists.
The development of network interaction is also promising. There are 2 joint faculties (BSU, BNTU), 4 more universities implement joint programs (BGAA, BSTU, PSU, BSU). In modern realities, networking is an objective necessity that allows more efficient use of the resource potential of educational institutions. Therefore, another proposal concerns the intensification of this work, especially since several more universities are working on the implementation of joint programs.
In the practice of cooperation between the two countries, there is a successful experience in implementing a joint project in the system of vocational education. Thus, five resource centers for vocational education have been opened with the assistance of the Republican Institute of Vocational Education. Training was organized under advanced training programs for representatives of primary vocational education institutions in Tajikistan. This experience can be implemented at the level of higher education.
The Ministry of Education of Belarus assigns an important place in its work to enhancing the role and prestige of the teaching profession. Now on the agenda of teachers, the priority is the development of new forms of teaching and approaches to educational work based on advanced pedagogical experience. In Belarus, a project of specialized pedagogical training is being successfully implemented. Experts of our country are ready to share their experience in this direction with colleagues from Tajikistan.
Coordination of this work was proposed to be undertaken by the national councils of rectors.
At the plenary part, the rectors considered the tools for interaction and development of higher education; discussed the role of joint faculties in strengthening cooperation; exchanged views on cooperation in the name of the quality of higher education.
Also the participants of the Forum of Rectors went on excursions to the Museum of the President of the Republic of Tajikistan at the Tajik National University and visited the Tajik Technical University, where they got acquainted with the laboratories of the university.
It was pointed, that the signing of cooperation agreements with new universities is a new entry to the Tajik level of educational services, a good opportunity for fruitful and mutually beneficial cooperation.
